As I understand it..no NEW VST2 licenses are being issued..but that shouldn't effect VSTs that have already been produced / released..or anyone who already obtained a VST2 license in the past..just developers who never have produced VST2 before and want to now. So, my understanding is if you already obtained a license in the past, then it should still be good..and anything you released or have in the pipeline should be good, too.
I submitted an application for a license myself in the last few days of September and got it by email yesterday, as I'm hoping to turn out something in the future.
One thing I noted from reading the license is there may be a workaround in it..meaning, if you don't have a license, but know somebody who does, then you might be able to make VST2 plugins under their license, if they release it..basically meaning, on paper, you were employed by them..but I guess you'd need to know the person well enough to trust them not to rip you off or claim your work as their own.
Like I said, this is just my understanding of what I read, so you would really need to check it all out yourself if you want to continue making VST2 plugins.
